Hate Crime in East-Germany in 2010

In 2010, 704 hate crimes in East-Germany (including all of Berlin) were recorded by the seven advisory offices for victims of right-wing, racist and anti-semitic attacks.

As in previous years, most attacks happened in the Federal State of Saxonia (239), followed by Berlin (109), Brandenburg (108), Saxonia-Anhalt (106), Western-Pomerania (96) and Thuringia (46). Overall, there are a high number of unreported cases. Due to the fact that victims accept it as a norm.

Due to lack of finance at the advisory offices in Thuringia and Mecklenburg-Western-Pomerania the amount of unreported crime seems to be even higher there than in other Federal States. According to structural changes the advisory office in Thuringia had to close in September and had not reported anymore since this date. The advisory office in Thuringia will be reopened this year.

As in previous years, the majority of cases were bodily injuries which were often the result of spontaneous attacks in public areas. At least 1.416 Person were affected by the 704 attacks, which had an various intensity. In 2010 there were 230 of racist intent. There were 157 cases where political foes, such as politicians from democratic parties, trade unionists or avowed antifascists, were attacked. Also there were 231 cases where non-right-wing persons, mostly young people from alternative scenes, became victims of hate crime attacks.

In 2010 at least one person was killed by racist murderers. On the 24th of October Kamal K., a 19-year-old Iraqi was stabbed to death in the city of Leipzig, Saxonia. At least one of the perpetrators belongs to the neo-Nazi-scene. German Authorities still deny a racist motivation of the murder.

Since 2003, the seven advisory offices for victims of hate crime based in East-Germany have published their data. Data focuses on violent crimes, with so-called »propaganda acts« deemed invalid.

The survey is being geared to the official categories of »political motivated criminality« by the German police. Differences are caused by different suggestions of a crime´s background. Furthermore, the advisory offices record some incidents which are not being reported to the police.

Damage to property, serious threats and coercion are only validated if they cause grievous consequences to the victims.

In West-Germany independent monitoring of hate crimes does not exist.
